A completed transaction with an issued receipt constitutes the legal basis for any complaint. That is when Diskwento steps in.

After paying and receiving your receipt, open Diskwento Mobile App PH to verify the computation against your actual receipt.

RA 7277 — As Amended
Magna Carta for Persons with Disability
Grants PWDs a 20% discount and VAT exemption on medicine, food, transportation, and other essential goods and services.
RA 9994 — Expanded
Expanded Senior Citizens Act of 2010
Grants Senior Citizens aged 60 and above a 20% discount and VAT exemption on food, medicine, utilities, and transportation.
NIRC — Section 109
VAT Exemption Provision
The VAT exemption means the 12% VAT is removed before the 20% discount is applied — not after. This is the formula most establishments get wrong.

Yes. Diskwento Mobile App PH is completely free. No account required, no subscription, no hidden fees. Ever.
Who can use this app?
Any PWD or Senior Citizen (60+) in the Philippines, as well as their family members and caregivers.
Does it work without internet?
Yes. All computations run locally on your device. Internet is only needed when submitting a complaint report.
Does the app work with multiple discounts on one receipt?
Not yet. The app follows what the law says — the discount applies to what the PWD or Senior personally buys. The tricky part is there’s no standard on how establishments apply it. Some put it on the most expensive item, some on the cheapest, some split it equally across everything — it really depends on the place. So we focused on the legally straightforward computation first, but we’re definitely watching how this plays out for future updates. 👀
What is the correct discount formula?
Per Philippine law, VAT is removed first, then the 20% discount is applied: (price ÷ 1.12) × 0.80. Many establishments get this wrong — this app catches that.
How can customers dispute an irregularity?
If you’re still at the counter, just show them the computation — most of the time that’s enough to get it corrected on the spot. But if they refuse or you’ve already left, that’s where the Report feature comes in. Once you have your receipt, Diskwento computes the discrepancy and lets you file a formal complaint right from the app — with your receipt photo, item photo, and address. You then choose which agency to send it to: DTI, NCDA, or your local LGU.
What if the establishment refuses to correct the amount?
Use the Report feature to file a formal complaint to DTI, NCDA, and your local PDAO/OSCA with a geotagged receipt photo as evidence.
Is my personal information collected?
No. Only anonymous incident data is recorded when you submit a report. Never your name, email, or device ID.
